Comments sought on change of Designated State Agency for VR
In accordance with provisions of the federal Rehabilitation Act, the Division of Rehabilitation Services is conducting public meetings to seek public input on the change of the Designated State Agency for the state/federal vocational rehabilitation program in West Virginia.
Presently, the West Virginia Department of Education and the Arts is the Designated State Agency and the West Virginia Division of Rehabilitation Services is the Designated State Unit for the vocational rehabilitation program.
The West Virginia Legislature passed House Bill 4006 during its 2018 Regular Session. House Bill 4006 eliminates the West Virginia Office of the Secretary of the Department of Education and the Arts and moves the West Virginia Division of Rehabilitation Services under the West Virginia Department of Commerce, effective July 1, 2018. Beginning July 1, 2018, the West Virginia Department of Commerce will be the new Designated State Agency and the West Virginia Division of Rehabilitation Services will continue to be the Designated State Unit for the state/federal vocational rehabilitation program in West Virginia.
Written public comments on this change will be accepted from now through April 27, 2018.

Comment sought on client services rule
The West Virginia Division of Rehabilitation Services is seeking public comment on a Legislative Rule, 130CSR1 – Client Services, relating to the Division of Rehabilitation Services' Client Services Manual. This public comment period from Sept. 25 to Oct. 24, 2017 complies with provisions of Senate Bill 619, Regulatory Reform Act, which was passed by the West Virginia Legislature during the 2016 Regular Session.
Draft State Plan, Client Services Manual revisions announced
The West Virginia Division of Rehabilitation Services (DRS) sought public input on the draft fiscal year 2014 State Plan and proposed changes to several DRS Client Services Manual sections. West Virginians with disabilities and other vocational rehabilitation stakeholders were encouraged to review and comment on the documents.
DRS held two public meetings in May 2013 and received comments from April 19 to May 13. The public meetings were held on May 1 (in Charleston) and May 2 (in Morgantown). DRS requested comments be submitted in writing via email, fax or mail.

Public comments received on goals and objectives, DRS responds
Public comments were received from May 4 until June 12 by the West Virginia Division of Rehabilitation Services on the Division's draft goals and objectives for Fiscal Year 2013 and on the Division's plan to implement an Order of Selection, in accordance with Section 2200 of the Division's Client Services Manual. Comments were received in writing and at two public meetings, on June 4 in Charleston and on June 5 in Morgantown.

Policy revision and comments of June 7, 2012
DRS revises client services policies
The WV Division of Rehabilitation Services has revised its policies governing substance abuse and complex diseases as they relate to eligibility for services, and has clarified special considerations for dental and orthodontic services.
These policy changes follow a public comment period that ended with a public meeting on Dec. 12, 2011. Details of the public comments, and the agency’s response to these comments, are contained in the document linked below.

DRS revises economic need policy
The WV Division of Rehabilitation Services has revised its policy that governs the economic need assessment of all applicants for DRS services.
The policy change followed a Jan. 6 public meeting at which no public comment was received. The agency also received no written comments, which were accepted until January 13, 2011.

DRS revises driver education policy
A public meeting was conducted on Monday, April 30, 2010, to discuss policy changes proposed by the Division of Rehabilitation Services (DRS) in accordance with provisions of the federal Rehabilitation Act.
