Marijane Waldron has served as Director of the West Virginia Division of Rehabilitation Services since 2016. With more than 34 years' experience working with the state-federal vocational rehabilitation program, her steadfast commitment has been to ensure that people with disabilities receive the work-related services they need to obtain employment.

As Director, Waldron's focus has been on maximizing vocational rehabilitation services in the most efficient manner; on implementation and expansion of the Pre-Employment Transition Services Program, which helps to prepare youth with disabilities for postsecondary education, careers, and the workforce; and on strengthening relationships with workforce, education, and disability partners.

Director Waldron began her career with the Division as a Rehabilitation Counselor. During her career, she has served as Assistant Director of Client Services, Senior Manager of Quality Assurance and Policy Development, Supervisor of Education and Training, Supervisor of the Blind and Visually Impaired Program, and the Admissions Supervisor for the West Virginia Rehabilitation Center. She has been instrumental in the development and implementation of the statewide quality assurance program, as well as the electronic case management and fiscal processing systems, which are unique to the Division.

Waldron earned her undergraduate degree in rehabilitation counseling from Marshall University. She received her master's degree in social work from West Virginia University, and she has expanded her education in executive leadership through San Diego State University.

Pisnu Bua-Iam

Mr. Bua-Iam serves as Deputy Director of the Division of Rehabilitation Services and has oversight of Administrative and Support Services, Governmental and Public Relations, and State Plan and Program Evaluation for the agency. He came to the Division 20 years ago as the manager of the Program Evaluation Unit.

Mr. Bua-Iam is a nationally recognized expert on program evaluation and return-on-investment of public vocational rehabilitation programs and has numerous journal publications. Mr. Bua-Iam works closely with the Workforce Innovation and Opportunity Act (WIOA) core partner agencies, WorkForce West Virginia and West Virginia Adult Education, in the development of the Unified State Plan for West Virginia.

Mr. Bua-Iam has a Bachelor of Arts in economics from University of Maryland, College Park and a Master of Arts in economics from the University of Nebraska, Lincoln and was a research instructor at West Virginia University for eight years. He has worked in the field of vocational rehabilitation for over 30 years.

Brenda Bates

Ms. Bates serves as the Rehabilitation Programs Assistance Director and is responsible for statewide services including Rehabilitation Technology, Blind Services/Visually Impaired Training Services, and the Randolph-Sheppard Program.

With more than 30 years' experience working with people with disabilities, Ms. Bates has been with the Division since 1989 in various capacities including Blind Services Teacher, Rehabilitation Technology Program Supervisor, Client Services Manager at the West Virginia Rehabilitation Center, and Program and Administration Senior Manager.

Ms. Bates holds a master's degree from Vanderbilt University in education.

Aaron E. Johnson

Mr. Johnson was appointed Assistant Director of Administrative and Support Services in March 2013. His responsibilities include oversight of the Division's Information Technology, Procurement and Operations Units.

Mr. Johnson began his career with the Division in 2000 as Information Technology Manager. Prior to employment with the Division, he was employed by the Alcohol Commission and the Tax Department. He has worked in state government since December of 1988 and previously served in the United States Air Force.

Mr. Johnson holds a bachelor's degree in management and information technology from Marshall University.

Susan Weinberger

Susan Weinberger has served as the Field Services Assistant Director since February 2017. Her areas of oversight include Quality Assurance and Policy Development, Staff Development, and the Field Specialty Programs of Employment Services, Community Rehabilitation Programs, Sensory Impairment Programs, Education and Transition, Behavioral Health/Corrections/Community Assets, and Social Security Reimbursements.

With more than 36 years' experience with the Division, Ms. Weinberger began her career as a Rehabilitation Counselor in the Huntington District. She has worked as a Vocational Evaluator, an Employment Specialist, and a Rehabilitation Program Specialist, where she supervised the Transition Program and the Employment Program and later managed the Quality Assurance and Policy Development Unit.

Ms. Weinberger has a Bachelor of Arts from Marshall University and a Master of Arts from Virginia Commonwealth University, both in rehabilitation counseling. She is a Certified Rehabilitation Counselor.

David Moss

David Moss has served as Disability Determination Section (DDS) Assistant Director since September 2020. Mr. Moss began his career with DDS in 1986 as a Disability Evaluation Specialist.

Since he began his career at DDS, Mr. Moss has advanced several times, including Senior Disability Evaluation Specialist, Hearings Officer, Training/Supervisor, Assistant Area Administrator, Area Administrator (Charleston Office), and Operations Manager (Charleston and Clarksburg Offices).

Mr. Moss earned a bachelor's degree in psychology from West Virginia State College. He also served on the Lakewood Volunteer Fire Department for 12 years, with the last five in the role of Assistant Chief.

Michelle James

Ms. James was appointed Chief Financial Officer in 2007. She oversees all aspects of Fiscal Services for the Division, including budgeting, accounts receivable, accounts payable, purchasing card management, and auditing.

Ms. James began her career with the Division in 2005 as an Internal Audit Manager. She has seven years of accounting and auditing experience in state government prior to her service with the Division.

Ms. James is a Certified Public Accountant. She has a bachelor's degree in accounting from West Virginia Institute of Technology.

As Senior Manager of Client Services, Mr. Cline provides leadership and direction for District Managers to ensure that clients of the Division are provided appropriate and necessary vocational rehabilitation services to enable them to meet their employment goals.

Mr. Cline was appointed Senior Manager in December 2012. He began his career with the Division as a Rehabilitation Counselor in 1996. He has also served as a Quality Assurance Specialist and as the Huntington District Manager.

Mr. Cline has a master's degree in vocational rehabilitation counseling from Virginia Commonwealth University.

Tracy Carr

Tracy Carr is the Governmental and Public Relations Senior Manager. With more than 18 years of experience with the Division, she oversees the Communications Unit, serves as the agency's liaison to the West Virginia Legislature and is responsible for governmental relations, external communication, and media relations.

Ms. Carr began her career in state government as a Robert W. Burk, Jr. intern with the West Virginia Legislature and served as the Governor's Internship Program Coordinator and as Project Manager for the former Office of the Secretary of Education and the Arts.

Ms. Carr has a Master of Management and Leadership from Campbellsville University in Kentucky and a Bachelor of Arts in criminal justice from Marshall University.

Joseph Hampton

Joseph "Zeke" Hampton has served as the State Plan and Program Evaluation Senior Manager since 2019. The Unit oversees all aspects of program evaluation for the Division and takes the lead on developing the vocational rehabilitation portion of the Unified State Plan.

Mr. Hampton began his career as a Research Specialist III with the Division's State Plan and Program Evaluation Unit in June 2011. Prior to joining the Division, Mr. Hampton conducted neuroscience research and worked in the behavioral health field. He has authored numerous journal article publications in the fields of neuroscience and vocational rehabilitation. He has also given several national conference presentations relating to program evaluation within vocational rehabilitation.

Mr. Hampton has a Master of Arts in psychology from Marshall University and a Bachelor of Arts in psychology from the University of Virginia.
